On about July 17, 2003, it became clear that the US is now talking to other countries about agreeing to a new UN Security Council mandate for an international stabilisation force in Iraq. Finally the US realises that they could be unable, in the end, to bring peace, stability and security in Iraq on their own. Moreover the increase in the number of US soldiers killed and the slipping of support at home are obliging Blush to find other solutions. Some countries have already said that they would consider sending soldiers but only under the UN flag.

On August 14, 2003, the Bush administration won limited endorsement from the UN Security Council for its mission in Iraq. The UN Security Council welcomed -14 countries voted for and Syria abstained- the US-appointed governing council and the creation of a small UN assistance mission.
